Payroll and HR system - SAP HR

The payroll and HR system supplied by UNINETT offers support for wage payment, time registration, reporting, posts, etc. To a lesser degree, the system also supports recruitment, HR administration, competence development, HR budgeting and following up on organization structure. This service is largely based on self-service, in that the individiual employee submits his or her data. 
Target group: 

This service is suitable for Norwegian universities and university colleges. The target group is employees working with payroll and HR, as well as all employees, who will be using the self-service functions. 16 institutions use SAP HR via UNINETT today. 

Conditions: 

Participants in the collaboration concerning this service must have UNINETT as their Internet service provider, i.e. they must be connected to the research and education network. In addition, participants must belong to the category of state/scientific universities and university colleges.

Description of the service: 

The higher education sector has chosen SAP HR as its joint system for payroll and HR activities. The service is provided by the Norwegian Government Agency for Financial Management (DFØ).

UNINETT contributes to the institutions in the sector joining forces to represent a significant and demanding customer for the supplier.

Customers may choose from three different service levels:

•    Basic – DFØ provides system only, all processes handled locally by customer

•    Partial service – some processes handled by DFØ

•    Full service – most processes handled by DFØ

The service agreement between the individual institution and DFØ specifies which processes will be handled by whom.

The system offers support for wage payment, time registration, reporting, posts, etc. To a lesser degree, the system also supports recruitment, HR administration, competence development, HR budgeting and following up on organization structure.

This service is largely based on self-service, in that the individual employee submits his or her data.

Costs: 

The Government Agency for Financial Management (DFØ) invoices each institution separately for all running costs associated with the use of SAP HR and the supply of other services.

The prices are specified in the institutions’ service agreement with DFØ, and the customers settle their invoices directly with the supplier, DFØ.
 

Change and feature requests prioritized by DFØ on behalf of all customers are included as part of the running costs. Changes requested and prioritized by the higher education sector specifically are formally ordered by the Ministry of Education and Research following preparations by UNINETT and processing by the prioritization council. 

Change requests that come to realization are invoiced in accordance with a debit authorization issued to DFØ by the Ministry of Education and Research.
 

The costs associated with UNINETT’s role as coordinator are thus far covered by the Ministry of Education and Research.

Organization of the service: 

The Norwegian Government Agency for Financial Management (DFØ) supplies SAP HR to the higher education sector. DFØ also supplies services to other public institutions under a joint SAP HR implementation (FSI – Felles Statlig Implementasjon (Joint Public Implementation)), but the higher education sector has its own client.

The supply of services is regulated by the following agreements:

•    Mutual commitment between the Ministry of Education and Research and DFØ (primary agreement)

•    Service agreement between the individual institution and DFØ

•    Operating agreement between the individual institution and DFØ

UNINETT has assumed the role of coordinator on behalf of the institution, to make sure that the sector presents as a unified, significant and demanding customer in all matters of shared interest, in turn making sure that SAP HR is the best possible tool for the future.
